Request design brief and related materials:
The applicant must first send the registration form (see annex: “Competition Rules – Part 2: Format of Pre-Qualification Application Documents, Section 2. Application Form”) to the designated email address: competition@eden-ad.com. The Oriental Institute of Technology (Tentative) is a private, not-for-profit, research-oriented university that aims to become a world-class institution of cutting-edge higher education and research with broad societal impacts. It is funded by the Education Foundation set up by Mr. Yu Renrong, a pioneering entrepreneur born in Ningbo, Zhejiang, and supported by the governments of Zhejiang Province and Ningbo City.
The Ningbo Yongjiang Technical Innovation Corridor is one of the three major technical innovation corridors in the Yangtze River Delta Economic Zone of the Ring Bay, and holds the position as a “leading source of technical innovation in the globally influential Yangtze River Delta region”. Qingshuipu District is located in Zhenhai District, Ningbo City, where the Oriental Institute of Technology (Tentative) is located, at the intersection of Yongjiang Technical Innovation Corridor, the strategic area of the Three Rivers and Six Banks, and the ecological belt of Ningbo City. It has dense and efficient scientific research institutes, diversified innovation platform, and great strength as an important industrial city, being the area with the greatest potential for industrial development of technical innovation. 6.1 Education Scale
It is planned that in ten years the number of students at the university will be 10,000, and the ratio of bachelor’s, master’s and doctoral degrees will be 4: 3: 3.
There will be 600 primary professors (PI), including 200 in the College of Science, 150 in the College of Engineering, 150 in the College of Information Science and Technology, 50 in the College of Business, and 50 in various interdisciplinary research centers.
6.2 Project construction scale and investment plan
The total planned area of this land is about 1.148 million square meters. The total estimated cost of construction is 11 billion RMB.
① There is no qualification limit for design agencies to enter this competition. Local and international design agencies with relevant design expertise (independent legal entities or other organizations authorized to perform architectural planning and designs) can apply. A union of no more than 4 members is allowed. In addition, each member of the consortium is not allowed to submit duplicate applications either by himself or by joining a different consortium with other design agencies. Applications submitted by individuals or groups of individuals are not accepted.
② Priority will be given to design agencies (including consortia) with expertise in campus planning and architectural design.
③ Design personnel who enter the competition must be registered with the participating design agency.
④ The Open Application Design Agency (Confederation) must submit the prequalification application documents in accordance with the requirements of the prequalification application documents, which include the application materials and concept design. See Annex: “Rules of the Contest 3 – Part One: Guidelines for Entrants, Section 3. Requirements for Pre-Qualification Application Documents” for details.
This international competition will run in three phases: the first phase is “Selection of Design Agencies” by invitation “+ Open Application Pre-Qualification”; The second stage is the Design Competition. The third stage is “determining the winner”.
Phase 1 – Selection of Design Agencies “by invitation” + pre-qualification for open application
An Invitation + Open Application method will be used to select the design agencies shortlisted for this project. After reviewing the qualifications of the candidates from the Invitational and Open Submission groups, no more than 10 agencies will ultimately be selected to participate jointly in the second stage – the design competition.
Phase Two – Design Competition
The host will organize an on-site survey and a question-and-answer meeting for the selected design agencies. After signing the Confirmation of Engagement Letter and Confidentiality Agreement, the host will provide the basic design materials in detail, and the selected agencies will submit deliverables that meet the requirements according to the design brief. At least one temporary presentation will be arranged during the design competition phase.
Phase Three – Determining the Winner
The host reserves the right to ask the top three agencies to improve their results based on the views of the scheme review committee before selecting the top three based on the views of the scheme review committee. If improvement is required, the improvement period should not exceed 4 weeks.
(1) The host will rank the top three based on respecting the opinions of the scheme review panel, and the first-place agency is the winner. The final result of the competition will be announced after the ranking is determined.
(2) The host independently decides that one agency (first place winner) or more will eventually develop the architectural schematic design according to the state of the layout review.
(3) The first place winner will develop and design the campus masterplan for at least 50% of the buildings on the campus; The development of the scheme will go to the point of building approval for the scheme, where the architectural discipline will go to the extent of developing the design.
(4) If the winner’s reasons (such as the winner’s abandonment of qualification, failure to perform the contract due to force majeure, or the fact that there is an illegal act affecting the winning outcome), the winner no longer meets the winning conditions or cannot continue to participate in the subsequent work, the host can Communicate with other shortlisted agencies to separately identify other agency(s) involved in subsequent development work.

☆ All time listed is Beijing time. The host reserves the right to modify the schedule. If the schedule is modified, the host will notify the selected agencies via email.
9.1 Design Development Fee
The design development fee covers three parts: the campus master plan development fee, the individual building scheme design fee and the architectural design development fee, and the special design development fee (such as flood control, sponge city, green and low carbon emissions, etc.).
The short agencies submit their quotations based on the design outline, and the host will negotiate the price with the first place winner (or other agencies in charge of design development work) according to the architectural design development task, and sign the design development contract according to the specific design development content.

9.2 Design compensation fee
(1) After review of the scheme, the selected agencies that comply with the design requirements shall receive the following design compensation based on the arrangement (on the basis that the design development contract is not awarded):

All design compensation fees for this competition are paid in RMB, and are inclusive of taxes. The host signs a Design Compensation Payment Agreement with each shortlisted agency. The host will start the payment process after signing the agreement. The design agency must provide the application materials and the special legal and effective VAT invoice in China. The recipient must be a local company (except Hong Kong, Macao and Taiwan). An outside design agency can commission the local company to collect the payments and specify the collector’s information in the agreement.
9.3 Other
All expenses (including travel and accommodation expenses, model making, printing expenses, etc.) are borne by the short agency. If the review committee believes that applications from a design agency do not meet the scope of the design and the requirements of this competition, the host will not pay the design agency any design compensation fee.
